A Bipartisan Tax Plan for Low-income Families

A new brief from the Brookings Institution argues that expanding and strengthening the Earned Income Tax Credit (EITC) should earn bipartisan support in Congress because the credit “reaches across the demographic divides that characterized the 2016 election.” The Earned Income Tax Credit and the White Working Class finds that large portions of Donald Trump and Hillary Clinton’s 2016 voter base also benefit significantly from the EITC. Nearly 40 percent of EITC-eligible taxpayers are white workers without college degrees, and another 40 percent are in the black and Latino working class, according to the brief.
