San Francisco’s homeless population has exploded; some estimate that as many as 10,000 people live on the street, a census larger than the entire population of almost 85 percent of American townships. City residents have been disturbed by the size and behavior of the homeless population, some of whom, according to the Associated Press, have made a habit of dashing into traffic or screaming at strangers”
