And most charters want to serve low-income and minority youngsters by design – it’s integral to their mission. It’s a focus that’s paying off, as urban charter schools are the sector’s strongest performers and are producing strong gains for minority youth. Urban charters pretty consistently outperform other urban public schools and turn in simply outstanding results in some cities like Boston.”
