As the U.S. Congressional Budget Office (CBO) shows, Paul Ryan’s health plan saves federal funding by dropping 24 million mostly poor and older people from the insurance roles, and reducing Medicaid funding, which pays not only for those who are poor but also for elders in nursing homes. Is that really the only way we can cut cost?”
