“Communities of concern are defined as communities with both people of color who are also low-income, or low-income people who meet one of six other criteria: limited English proficiency, zero-vehicle households, seniors aged 75 and up, people with disabilities, single-parent families or cost-burdened renters, SFCTA senior planner Warren Logan told the authority’s board at their April 11 meeting.”
