A new brief from the Center for American Progress proposes an alternative to the House Republicans’ Better Care Reconciliation Act (BCRA) in an effort to find a bipartisan healthcare solution that would stabilize insurance markets and protect low-income Americans. Bipartisan Legislation to Lower Premiums and Stabilize Insurance Markets argues that instead of fully repealing the Affordable Care Act, Senate Republicans can partner with Senate Democrats on simple legislation that addresses market instability based on policies that have already proven effective at the state level. The brief recommends that the new healthcare act continue to provide subsidies for enrollee costs as well as work with insurers to diversify the markets and provide needed reimbursements to keep premiums low.
