“After Senate Bill 582 passed unanimously in both chambers during the 2015 legislative session, many were perplexed when Gov. Earl Ray Tomblin vetoed the measure, which called for a pilot project to address poverty within the state’s minority communities — starting with those just a few miles from his doorstep. With input from local community leaders and state health professionals, Delegates Larry Rowe and Mike Pushkin, both D-Kanawha, will soon introduce a new bill with a similar objective, but a different approach.”
