Breaking the cycle of poverty in Philadelphia

In a city as prominent as Philadelphia, why do we have the highest poverty rate of the 10 most populous cities in the United States? Nearly 26 percent of Philadelphia’s 1.5 million residents live in poverty, or upwards of 391,000 people, according to U.S. Census Bureau data from 2016. That lags far behind national and state rates, estimated at 12.7 percent and 13.3 percent, respectively, writes Tribune reporter Michael D’Onofrio in today’s edition.”
