April 24 Forum – The Payback Problem: Why Child Support Does Not Go Where It’s Needed Most

When millions of low-income parents make child support payments, the majority of the payments do not reach their children because of laws requiring that the money be used to reimburse the cost of public assistance for mother and child. The Aspen Institute’s Financial Security Program will host a discussion on this issue and efforts to reform state laws.
