“The City Council of New York spoke to an urgent problem with its recent proposal to subsidize transit fares for low-income workers who now must choose between putting food on the table and spending $121 on monthly transit passes. The proposal, which would have set aside $50 million for this purpose, was not included in the final city budget negotiated over the weekend. But the Council should resurrect it in the next budget cycle — and both the city and state should embrace the idea as an overdue humanitarian effort to ease the transit burden on the poor.”
