There is a growing consensus that too many Americans are incarcerated, particularly poor people and people of color. In his new book, Fordham Law School professor John Pfaff argues that the decisions of local prosecutors have been a key driver of mass incarceration. The Cato Institute will hold a discussion with Pfaff about policing, sentencing, and other aspects of criminal justice reform.
