Our Fav Genius Gets Intergovernmental Gig OOTS favorite winner of the MacArthur “Genius” award (in 2000),Cecilia Mu̱oz, has been tapped by the Obama/Biden team for the coveted White house gig of Director of Intergovernmental Affairs. Cecilia is currently VP for Research, Advocacy and Legislation at the National Council of La Raza. Whether fighting immigration legislation or testifying before Congress, Cecilia has been a vital and prominent voice on behalf of Hispanic American rights. At NCLR, where she oversees all legislative activities of importance to Hispanic Americans, colleagues call her “a ferocious advocate.” Few advocates in DC are more widely respected and liked than Cecilia.

Cecilia attended the University of Michigan and University of California at Berkeley, where she obtained her master’s degree. She then moved to Chicago to work for the Roman Catholic Archdiocese of Chicago as head of the Legalization Outreach Program for Catholic Charities. Cecilia helped more than 5,000 immigrants obtain legal citizenship in the United States following the 1986 enactment by President Reagan of the Immigration Reform and Control Act an amnesty program that allowed undocumented immigrants who met certain criteria (such as having lived continuously in the United States) to become legal U.S. residents. Working double-digit hours, she operated 12 field offices throughout metropolitan Chicago. The racism and sexism she confronted in her job gave her greater empathy for the difficulties faced by immigrants. By earning her chops not only inside the DC beltway but in the trenches of community organizing, she offers another big plus for the Obama Team!
