Report Raises Questions on Federal Low-Income Housing Program

A new report from the Government Accountability Office on the Low-Income Housing Tax Credit (LIHTC) shows how much affordable housing costs to build in states and cities across the country, but can’t conclude whether the program makes housing cheaper to build. Researchers said they couldn’t obtain the necessary data to determine whether housing credits make construction cheaper than the market rate. The report also found that the LIHTC lacks basic anti-fraud safeguards and may be vulnerable to overbilling by contractors.
