The Evidence Behind Pell Grants for the Incarcerated

A brief from the American Enterprise Institute gives an overview of the Second Chance Pell Pilot Program, an initiative launched in 2015 by the Obama administration to support postsecondary opportunities for those incarcerated in federal and state prisons. The Second Chance Pell Pilot Program: A Historical Overview finds that the program currently operates in 66 sites across the country with a budget of about $30 million, less than 1 percent of overall Pell spending. The authors note that with debates approaching on the federal budget and other funding measures, legislators should understand the history of education programs for prisoners and call for evidence of their success.
