A new report from The Manhattan Institute investigates how “stagnating” cities – cities smaller and lesser-known than Detroit or St. Louis, with shrinking populations and distressed economies – can position themselves for a better economic future. Report authors suggest these cities prepare for more favorable market forces by strengthening their finances, reforming government institutions and rebuilding public services.
