Pay for Performance: A New Solution for Vulnerable Homeless Adults
A new report from the American Enterprise Institute calls for reforms to the Housing First model for addressing chronic homelessness, arguing that service providers should be more accountable for clients’ outcomes. The Housing First model provides permanent housing and access to services to homeless individuals with mental illness and/or substance abuse issues, without first requiring sobriety or active engagement with social services. Pay for Performance: A New Solution for Vulnerable Homeless Adults recommends building on the success of Housing First by adopting a “pay-for-performance” system that rewards service providers for keeping people in stable housing, minimizing costs, and improving economic and health outcomes for their clients.
