A New “Marshall Plan” For Disconnected Workers
A new report from the Center for American Progress outlines a “new Marshall Plan” to expand opportunity in low-income communities and create more jobs with better wages in both urban and rural areas. Toward a Marshall Plan for America: Rebuilding Our Towns, Cities, and the Middle Class argues that while the 2016 presidential campaign illuminated the economic crisis facing the white working class, all Americans without a college degree are struggling, regardless of race. The report recommends a large-scale public employment and infrastructure investment modeled on the Works Program Administration; modernizing schools and child care centers; and investing in job training and skills programs.
