Measuring One Approach to Reducing Homelessness
A new report from the American Enterprise Institute finds that an intervention known as permanent supportive housing (PSH) – in which people experiencing homelessness are provided permanent housing along with case management services – has a modest effect on the homeless population. The Impact of Permanent Supportive Housing on Homeless Populations finds that PSH programs moderately reduce homelessness in local communities, with 10 additional PSH beds associated with one fewer homeless person on average. The report suggests that poor targeting and miscounting of individuals experiencing homelessness may account for the small impact.
