A new report from the Center for American Progress compiles interviews with low- and middle-income parents, child care providers, advocates and policymakers discussing the gaps in America’s child care assistance programs. Jumping Through Hoops and Set Up to Fail: Parents Speak Out About Child Care Assistance argues that funding for the federal Child Care and Development Block Grant (CCDBG) is insufficient to meet low-income families’ needs, leaving states to ration child care dollars and shut many parents and children out of subsidized child care. The 2014 reauthorization of CCDBG included a number of positive reforms, but lawmakers also must allocate more money to subsidized child care to keep up with demand, according to the authors.
