In Salinas, city officials follow a set of rules when creating or designating something as “affordable housing.” Above all, the plan must conform to the Salinas General Plan.

Calls for Salinas elected officials to address the lack of affordable housing and homelessness are pervasive. At nearly every city council meeting, residents speak up about the growing number of unhoused people living in Salinas.
