“In order to meet Donald Trump’s goal of leaving no one behind, there must be a source of funds to insure low-income families. Right now, the tax subsidy for employer provided health insurance is equal to $300 billion a year. For the 150 million people covered in these plans, that’s $2,000 per person, or $8,000 for a family of four. However, families in the top fifth of the income distribution get six times the subsidy as families in the bottom fifth. A proposal by Rep. Pete Sessions and Sen Bill Cassidy is the only plan that takes this money and distributes it equally to everyone – regardless of income — by means of a refundable tax credit.”
