SNAP is a particularly important program because it is the only nearly universal means-tested program, meaning many low-income households are eligible, regardless of their demographics. In this piece, we show that SNAP not only helps recipients meet one of their basic needs, nutrition, but it also can help families withstand financial shocks.”
